LUCKNOW: The inquiry related to carrying of black balloons inside the state Assembly by the legislators is likely to be swept under the carpet as the ball is again in the state Assembly Speaker���s court.
Though the inquiry officer has said in his report that it certainly was a security lapse but no accountability has been fixed on any of the officers involved in the security of the state Assembly.

Sources in the state government said that on the directions of the Speaker of the Assembly, the inspector general of Lucknow zone AK Jain was entrusted with the inquiry.
In his reported submitted to the Speaker, Jain has concluded that it certainly was a security lapse as the balloons released by some of the MLAs carried hydrogen gas, which according to him was combustible and could have caused a fire leading to loss of life and property.
Sources in the state government said that Jain���s contention was based on the report of the state forensic science laboratory in which it was confirmed that the balloons were filled with hydrogen gas which was combustible. Jain in his report had said that since the matter was related to an incident which had occurred in the House, he was not competent to inquire into it and fix accountability, sources further said.
The inquiry officer in his report has asked the Speaker to get the matter investigated by a House committee to fix accountability into the lapses, sources added.

It may be recalled that on the opening day of the budget session, some Samajwadi Party members managed to bring in black balloons in the House to register their protest. The moment the governor started his budget speech, some of these balloons were let off and some busted by the SP members, leading to pandemonium in the House.
So irked was the chief minister with the incident that she took the officials concerned to task for the ���security lapse���. Even the Speaker took a serious note of the incident by ordering an inquiry by the IG zone. The inquiry officer, however expressed inability to fix the accountability for the lapse.
